To receive the land grants, railroads had to give up the rights they had obtained as compensation or for aid in construction. These rights were based on natural features, such as rivers and stream. Rail transport is an essential part of the economy, and requires a high degree of reliability to keep the freight moving. The mediators, having made clear that they could only make recommendations if both parties suggested them, agreed to the union's proposal.
